Shiftmove acquires Ocean, creating a new European fleet tech powerhouse

Fleet management platform company now supports 27,000 corporate customers with 730,000 vehicles across the continent - with the aim to manage over one million vehicles across Europe by 2027

Follows entry into France through acquisition of Optimum in 2024 and launch of AI-powered Avrios platform in mid-2025

Paris/Berlin, December 2nd, 2025 Shiftmove, the fast-growing European fleet management platform, has acquired Ocean, the fleet management division of Orange Business in France. This addition makes Shiftmove a major European fleet tech powerhouse, supporting 27,000 corporate customers and 730,000 vehicles across the continent with a staff of over 500. 

The acquisition strengthens Shiftmove’s position as a frontrunner in a market facing mounting regulatory and economic pressure. Despite fleets accounting for a significant share of emissions and mobility costs, only 30% of European companies currently use fleet management software. Meanwhile, rising fuel prices, higher insurance and repair costs, and rapidly tightening sustainability regulations are placing unprecedented pressure on fleet operators.

Founded in 2003, Ocean manages 8,000 corporate customers with more than 180,000 vehicles in France. The company has built a strong reputation in geolocation and embedded telematics. As a specialised fleet technology provider, Shiftmove will expand Ocean’s innovation capabilities and integrate the business into its fast-growing European ecosystem.

Shiftmove’s AI-powered fleet management platform connects real-time vehicle data with intelligent software, transforming how companies procure vehicles, manage costs, and run operations at scale. The cloud-based solutions serve companies across construction, healthcare, field services, manufacturing, logistics, and the public sector, supporting fleets ranging from 1 to over 10,000 vehicles.
